Just needing extra info

Well it was kind of vague on the instructions. I know you’re just supposed to get a little bit warm in between your fingers and rub it on the ends of your hair. Can you do it when it’s wet? Or does it have to be dry? Can I rub a little bit on my fingertips and put it throughout my hair?
